Why a Health Helpline

 

§         Over 150,000 people are estimated to be eligible for but not enrolled in the Oregon Health Plan.

§         500,000 Oregonians are uninsured.

 §         A Communities in Charge survey found 60% of Oregon’s uninsured had either experienced bankruptcy because
of medical bills; were in collections because of unpaid medical bills, or were in the process of paying off medical bills.

§         50% of the people living in USA read and write at an 8th grade level or less.  80% of the people living in poverty read
and write at an 8th grade level or less.  Applications for OHP and other health coverage or financial assistance
programs can be overwhelming even for those with good literacy skills.

§         While Oregon has several numbers that can provide information and referral services, only the consumer Ombudsprogram
provides individualized, case by case assistance to OHP enrollees.  It is overwhelmed and understaffed.  There is no
Ombudsprogram for the uninsured.

§         Managed care can be confusing even for those who have been enrolled for a long time.  Oregon Health Plan managed care
 plans have moved in and out of some Oregon communities.  They are sometimes opened to new enrollees, sometimes closed. 
Finding a  provider who will accept OHP is difficult.

§         A Health Helpline can help Oregon Health Plan enrollees navigate both the managed care and fee for service delivery system.  
It helps ensure that people get understandable information so that they can access the health services they need.

·        People and families in health crisis deserve our assistance as they attempt to get access to health services and programs that
can help them get appropriate care and pay the bills.

 

Goals of the Health Helpline

 

§         To be a consumer friendly source of information and assistance for people with no health insurance or with inadequate health
coverage, linking callers with Oregon Health Plan and other programs designed to provide access to health care or financial
assistance for medical bills.

§         To empower callers to be able to “do for themselves,” giving callers the information they need to become enrolled, informed
consumers of Oregon health programs, and health services.  To give OHP enrollees information that enables them to better
access health care services through these programs.  To connect callers with financial assistance opportunities when no other
options are available.

§         To provide individualized assistance without judgment to those who need help completing and tracking the status of their application
for the Oregon Health Plan, the Family Health Insurance Program (FHIAP), Hospital Financial Assistance and other programs
targeted at those with limited income.

§         To document and provide information to state officials, policy makers and others regarding access barriers for low income, uninsured
or OHP insured Oregonians.

§         To educate OHP enrollees about their rights and responsibilities as enrollees and as consumers of health services.  To provide tools
that help OHP enrollees understand how to “Navigate the Oregon Health Plan” or/and their own managed care plan.

§         To recruit people interested in volunteering for the Helpline or other Oregon Health Action Campaign projects targeted at improving access for the medically vulnerable.
